Universal Service Fee is similar to sales tax, the government makes us charge this fee, and it is purely a passthru. This fund supports telecommunications and information services in schools, public libraries, and rural health-care facilities. The fund also subsidizes local service to high-cost areas and low-income customers. The average USF charge is approximately 7% of the total monthly bill.
